Start by determining your target group and the desired behaviour. Next, the Instrument Planner guides you through a number of questions in order to determine the significance of the various determinants. This leads to a final result and score per instrument. The higher the score, the greater the influence of this instrument on the determinants.
Use this score to develop the approach to influence behaviour.  Include, for example, the five instruments with the highest score.

Before you start determine what behaviour needs to be changed in which target group. Be as specific and concrete as possible in denominating 'the target group' and 'the desired behaviour'. Fill in the textboxes below.

Please formulate the desired behaviour in a positive way. E.g.: “saving energy” instead of “using less energy"
